4 year dated not making sentences?
As a mother of of a 4 1/2 yr old boy myself and a preschool teacher, I can tell you that your little brother may enjoy some speech issues if not something else going on for him.
It is true that some children talk less than others but an almost 5 yr antiquated should be able to speak in full sentences, re-tell in his own words a story he's be read, talk about feelings-Im happy/sad, Likes/dislikes, make joke, talk about his friends, school, etc
and obviously he should know everybody's name perfectly.
Im not sure if he will "never" speak normally I simply know that your little brother needs medical help, the doctors will need to run some test to find out what is wrong with him and help him.
I think she's neglect him by not taking him to the doctor's-how about your Dad? Can he do something about it? The earliest he gets give support to, the better the outcome is...
Look I found an online chart of speech milestones per age... I checked at 36 months (3yrs) and 48 months (4yrs)
and he isnt in any of those categories...

Is there any other grown who looks after the child that you can talk to about this?? Your little brother needs give a hand...
and how old are you?? just because if his mother keeps refuse treatment you could call DCFS.
