Mastitis is very soon abscess, what to do?

2 rounds of antibiotics didn't clear mastitis, not I have an abscess is it normal to feel itching inside the breast and can an abscess be removed next to antibiotics or will drainage be the only option? it's been 3 weeks and its adjectives doing my head in asked my doc to drain it a week ago and she said no!
