4-year-old underwater B-day!?

I'm making decorations for a four -year-old's birthday. The theme is underwater.. Any ideas that don't require going out to the store?

Why don't you just take them to a Children's Museum. They usually can do that all for you. And it's usually greatly inexpensive.

watch an ocean themed kids movie close to finding nemo
use green streamers for a seaweed effect
use green and blue lights to make the room look watery
do a treasure hunt
