your sister needs a foreign doctor, I had this same problem after my first baby, due to an overactive thyroid and swollen tonsils.
It could be a mental block. She should see a doctor about her thyroid or tonsils too and possiblly a dr about fod allergies. I have an allergy to Red food coloring and it make my throat swell and it's in a lot of foods you wouldn't think to check--like chocolate pudding. She could hold a weird allergy like that.
