4 year behind the times daughter cries constantly and whine!?
I have a four year old daughter that just doesn't listen any more. She cries, scream and whines about every little thing CONSTANTLY! I've tried in recent times about everything and she doesn't stop. I'm getting very VERY tired of it.. WHAT DO I DO? WHAT WORKS? PLEASE HELP ME!

The description you give is not very helpful as it does not specify what you consider to be "everything". I scrounging, some parents rule out physical punishment from the get go while others live by it.
Also, children only whine because it get reinforced in some way. They whine to get attention, or bring what they want. It is simple logic that states when they whine they benefit in some way from it. You, as a parent, should simply ignore the whining or at lowest possible not give in to whatever demands the child have. Every time you give in you only reinforce the whining.

I don't understand you when you homily like that. You want to talk to me, you talk similar to a big girl. You want to act like a baby, progress to your room.
Then you turn your back on her. Only talk to her when she's NOT having a tantrum.
DON'T CAVE!
The instant you have a word to her, touch her, make eye contact, or even spank her, she wins.
Completely and totally ignore her unless she's speaking sensibly.
if your to tired . knock her/he out with some chloroform.
Just once contained by a while

One point you obviously haven't tried which is WHY time outs don't work is CONSISTENCY. All you really need to do is ignore the whining and the tantrums. When she see she isn't getting any attention from them she will quit. Stop blaming HER for your mistakes in parenting, SHE is the child not the adult here.
