While I was in the emergency room a lady come to my room and said I can get government insurance. All I had to do be mail in some pay stubs. I did adjectives of that then someone else called from the hospital & said they have no copy of anyone talking to me or the form I mailed in. Im already 4 months pregnant and obligation health insurance. What do I do?

That's bullshit first of all. If you go to the ER they have a record of who interacted with you. Try researching medicaid. I live within PA also and have heard through my doctor's office that medicaid covers your unbroken pregnancy. Good luck.
