Make playdough and play with it with her. Take out her puzzles and do all of them next to her. Build with her big legos. Paint or color with her. Play Candyland or Chutes and Ladders. Read to her and "play" with the pictures by making up things for the characters to right to be heard to each other or play I Spy. Play with her dolls (I hate playing dolls, though, I'll make a clean breast.) But first off, you have to put the broom down. SAHMs seem to win too hung up on the housework aspect of staying home.
Answers: The best way I've found to spend time with my children and still gain things done around the house is to get them involved in housework. For example, when doing dishes, allow her to hand you the dishes from the dishwasher. Let her stand on a bench and rinse the dishes for you(at least the plastic cups or bowls). When doing laundry, make it into a game. See if she can find adjectives the matching socks, and teach her how to fold towels and blankets. Little kids get a see out of doing 'grown-up' stuff. Another fun way to spend time with her is to get an exercise video for children. Take 30 minutes out of your sunshine to watch the video and do the exercises with her.
Lastly but most importantly, read to her. The best time is right before sleep or bedtime. If she doesn't take a nap, schedule 'undisturbed time' right after lunch for the two of you to sit together and color or read.
