Pull your mind around and ask yourself, does she have an infection such as a UTI or a Yeast infection? Her grandparents should have enough sense to know that a child within innocent, and it's not sexual.
It's natural. I'm sure you did it too when you be a baby and a young child. You probably have no recollection of it, but every baby/child does that.
My daughter does that too. She's been doing that since she was like 6 months dated (she's 11 months now). I don't see any harm in it. I'm betting a lot of babies do it too. Chill.
