yes, of course, she should have, but the idea of the qualities was to have the little sister of arthur be seen as an angel, but perform like a brat when parents weren't around (aka the goody two-shoes child)
the reason she wasn't disciplined properly because many of the most important behavioral problems that she had weren't seen by an adult-just the only children. Yes, the parents saw piece of them, and should have done something about it, but the creator didn't have them do anything to confer off more of that idea that "The Middle Child gets away near more because she wants more attention."
In a way, many of arthur's curriculum came from DW.
