She won't drive you slightly as crazy if you remember that she is still a baby, and the job of the other people around her is to hang on to her safe.
Move the cat food, put away the things that could hurt her, keep her safe.
Snowbarb is absolutely right. You guys need to do some babyproofing. She needs to know how to explore and check things out safely. That's how she learns! Close doors, use baby gate, move things out of reach. Then when she still manages to find trouble, and she will, distract her with something else, or move her to a different location.
i would recommend a system of rewards and punishments. make a strict set of consequences for her when she misbehaves so she learn not to do it or she will have said consequence
A 17 month behind the times lacks the capacity to be "good" or "bad."
