Should American father file criminal charges against this British mother? His 16 year old daughter is illegally retained beneath US law in her mother native country the UK. The mother broke US statute by not returning her to the USA as required by US family court because she is under 18. She does not want to come home to the USA and wants to stay surrounded by the UK with her mother. She has a US and British passport, and is allowed to come back the US if she desires to, but a UK court says that because she is 16 years old she can stay in the UK. She be born in the USA and has lived her first 16 years in the USA.
