11 month hoary can't breathe out of his feeler for the drainage?

He does not have fever, but his nose is running clear mucus and is congested. He have to breathe out of his mouth. He is coughing a little from the drainage and is sneezing. The dr. prescribed some drops over the phone to help with the congestion, but he doesn't call for antibiotics if the snot is clear, is that correct? Could it be allergies? Also he was swimming 2 days ago and got bit by 4 mosquito's, could that have triggered an allergy attack. He have never had even a sniffle before, so I am new to this. Thanks for your sustain.
Give him 1/4 teaspoon of Benadryl, it helped all three of my kids.
