18A means absolutely no one underneath 18 period.
R meas absolutely no one underneath 18 unless accompanied by adult.
14A means beyond doubt no one under 14 unless aba
PG13 means parental guidance for anyone underneath 13

They're rate "R" for a reason, usually for stupid sex scenes the movie would be much more awesome without.

Not sure about where you live, but here in Australia, you own to be 18 to see an R movie, even with an adult with you.
Heck, Bruno isn't even rate R here. It's MA15+ which means it cannot be seen by persons lower than 15, unless they are accompanied by an adult.
