How would you address a newborn card to a couple whose name you do not know. I know the label of the Mom one and only.?

Skip the salutation all-together.

Say, "Congrats on the new baby I need you two the best..."

I don't think it's rude. They know who they are.
Dear ___ Family,

Use the mom's last name, if he doesn't have alike last name then you can apologize subsequently for the assumption. Or try asking another neighbor.
You could just not put the names inside the card or if you know the baby's name or signature to be then put "so and so's" mommy and daddy. Kinda cutesy but you won't hurt anyones feelings. Or just put the mom's identify.
Well, if he's the father, then, I would say to Mom,& New Dad. Congratulations.
