It depends on the child..
If they are responsible, make good grades and are involved in extra curricular deeds i'd say like 12 or 13...
My cousin are 12 and 14 and have have cell phones for like 2 years but they are also both involved in softball, soccer, cheerleading, make accurate grades and are responsible..My aunt got the phones because they were doing so many extra happenings they needed to have them in case of emergency..

I would have to say when they are 16 or when they are within a sport or extracurricular activities and will be held up after school or at night contained by case the event ends early then they planned and can beckon you to pick them up or in case of an emergency.
When they are 16, or whenever they begin to go out driving alone. And even then, for emergency only.
When the child starts going out with friends and such. The point where on earth you feel they need a cell phone to keep up next to them.

Answers: in my opinion, a kid doesnt requirement a cell phone until they are doing after school activities like sports or once they start driving.
i cant count how abundant times i was stranded after school if practice got out untimely or cancelled, it would have been very handy to be capable of have a cell to reach my mom with (luckily, partly the time i had a friend nearby that had a phone)
and once i begin driving, although there are downfalls to teens driving with cell phones, i was hugely thankful to have mine when my clutch went out more or less 15 miles from my house in the middle of the night on my way home from work.
as long as you edify your kid when its appropriate to use it and what it is used for (not sending nude pics to their boyfriend or texting during class).. it is acceptable once they reach an age where it make life more convenient for the family. and that age vaires from family to home.
Depends how smart they are. Can they hold a good conversation? Know how to read for texting? No going to be too obsessive over it? I'd read out 8.
Whenever they can pay the bill themselves. Kids don't need cell phones. Your child should always be someplace you can make them or they can call you, like a friends house, school... How did you survive when you be a kid with no cell phone?
