State governments are fast-tracking children through foster thinking, by shortening time-frames, so that poor parents cannot get themselves into a better place.
Most children taken into foster care are there because their parents are poor. The parents are collectively charged with "neglect.' This is a term that can be massively broadly defined, and social workers have charged some parents with neglect simply because they be sloppy housekeepers.
States receive federal bonus dollars for every child they place out of foster care, into an adoptive home.So, there is no incentive for those states to try to reunify the families.
Answers: Well a lot of people who into Foster Care just for the money that the Government give them and not out of a real love for children.
Like some other poster have said Foster Children come from tough backgrounds, they've be removed from their Bio-families by Child Services due to abuse, neglect and a myriad of other sad reason. Due to that the children are sometimes quite hard to deal near, and many parents arent up to the challenge and just punish the children for misbheaving instead of realize that the child has an underlying condition that will require more work.
And besides children living in foster care are contained by a household were the adults arent their parents and dont have that loving and nurturing relationship with them.
ETA: as for the posters who told the Story around Guatemala... wow they should write science fiction!! I guess they've never been in Latin America and have no view what goes on there...

Of course there are negatives. And these negatives are far more measurable to those not involved with adoption than the negatives of other types of adoption. Most people know that foster children tend to come from smaller quantity than stellar origins (i.e. most have been abused, neglected, or have natural brain damage from alcohol or other substances). But most people DO NOT know about the corruption that go on in Guatemala, for instance, where women are housed at "baby farms" and forced to reproduce so that their children can be sold to rich Americans. Most society do not know (or even understand) that coercion plays a huge role in the surrender of many domestic infant adoptions - and those who do know give or take a few it tend to downplay it, having no personal experience with coercion, and not having the exciting capacity to understand how it works.
There are negatives to every form of adoption. It is our employment as adults (especially those who mean to gain from others' losses) to be diligent in ensuring that any adoption that we lift part in is ethical and necessary. Even surrounded by foster adoptions. There are some states whose adoption practices tend to the unethical side most of the time (for instance, in Arizona, PAP's are required to use an adoption agency, even if they're adopt via foster care...adoption agencies take full advantage of this situation...I've hear of PAP's who decide to leave their adoption agency due to unethical practices, and the agency will inform adjectives other Arizona agencies not to work with the family...therefore, the ancestors who stand up for what's right are shut out, and children get adopted only by those who are of a mind to turn a blind eye to corruption).
I could go on all day in the order of things that are wrong with the foster care system. But these problems are well documented, here are people working on them, no one is ignoring them or trying to cover them up within order to keep making money off of children who own lost their families. And most important of all, it solely takes a little diligence on the part of the PAP's to ensure that THEIR adoption via foster precision is an ethical one. If the system in your area uses unethical practices, don't use it. It's much more difficult to lock in unethical practices in cases of infant or international adoption, when you're using a third party (the agency) who will make clear to you whatever you want to hear in order to convince you that your money will be resourcefully spent with their agency. I don't ignore corruption in hopes of getting what I want out of others' suffering.
yeah, contained by any adoption the child loses their family and their access to their obc's. these are just a few of the negatives that exist within all adoptions.

Of course here are negatives in the foster care system and I visualize all other care and adoption services.
there are tons...among the highest on the list, families do it merely for money and not for the love of children. and children can be bounced around from home to home without any real love or attention that they need.
