Adopting a tribal child from China?

We own adopted from China through official channels, we have a local agency as our official facilitator and through them going through the China Centre for Adoption Affairs and got our daughter from an orphanage. As far as I know a child/baby has to be cleared for adoption first up to that time anyone is allowed to adopt it. This means that the child/baby has been solitary and no family and relatives can be found or claim child/baby through the finding adds that are posted in the papers for 2 month contained by the area where the child was solitary. It is against the law in China to abandon your child and is punished by prison, so that once the child is solitary no one steps forward to claim it.
So in this case I am not sure how this would work and not have a birth certificate certainly makes it so much harder contained by general.
So I would also go with the 2 previous given warning, they should contact an adoption lawyer and talk to a local adoption agency specialized on China. Unless they speak Chinese I am not sure if the China Centre for Adoption Affairs would even speak to a private person.
