How come some adoption agencies charge a fortune and some are so much cheaper?

I heard some agencies charge around $10,000 to adopt a child and some charge up to $20,000 or higher. Is it because some are domestic (within US/American children) and some are out of the country? We want an American baby, anywhere between infant/newborn up to no elder than 6 months...and would like to spend no more than $10,000. where should we be looking?
Our agency was in california and charges based on services provided (fee for service), a bit than setting the price for a child. We paid for classes, homestudy, filing papers etc. Separately we paid the attorney to end the father's rights, and we had to pay an agency in georgia where on earth our daughter was born to do the paperwork in that state. We also chose to pay for outreach through our agency, but surrounded by the end we found our daughter's mom online through another site we registered with. There was no strong limit to the costs, but we could let them know what worked for us. For example if the first mother had tremendously high expenses she wanted paid, we have a choice if we wanted our profile shown. In the end our adoption cost about $18,000 and the cost be incurred over the period of a year - starting from when we signed with the agency, until we completed our post placement and finalized the adoption after our daughter was born. I know the georgia agency itself be $5,000, so I guess it would have been cheaper if we matched with someone within our state.

I don't know about the overall cost comparison, but i felt better paying for each service a bit than paying a lump sum. It made more sense to me. Also they had a sliding scale, so it was slightly cheaper if your income be lower (but not a huge difference).
I was in foster meticulousness for years and then was adopted. I be older when I was adopted but you can foster adopt babies as ably. Basically what you do is foster the baby and work on the adoption. The only thing you pay cheque for is the adoption cost from the court. You get money for the baby while it is in foster support. When you adopt it you also get money from the state while you still have the child. My parents got 800 a month for me after they adopt me.
Answers:    Adoption agencies can charge whatever culture are willing to pay. It is currently an unregulated industry.
