Adoption fraud- how can you speak about if adoption papers are material?
My family was recently contacted by someone claiming to be my spouse's long lost sibling, their mother supposedly put him up for adoption in the past going on to marry and have my spouse. He has promised to send over the adoption papers and I want to know if nearby is any way to tell if these are real, can you appointment some state agency in the state the adoption took place in to verify the information? In this day and age beside all the internet scams going on we just want to err on the side of alertness. My in-laws are deceased.
Chances are he doesnt even have papers with his first Mothers name on it if his adoption be in a closed state. I would ask him to do a DNA test...if that is what your husband requirements to do. Legally, he has no claim to any inheritance, if that is what you are worried about. He probably of late wants to know his brother and get info about their mother.
Was your husband's adoption handled by an agency or state agency? Has he contacted the entity that handled his adoption? What info did the 'sibling' have that might game some of the info on his adoption papers? Does his Amended Birth Certificate have the name of the hospital that he was born contained by and did the 'sibling' have any 'identifying information'? Are any of your husband's adoptive family still living, who may know how to offer some additional info?
Personally I would not 'send over the adoption papers' to anyone who have just contacted me...unless there was a physical probability that there is a connection. You are correct, that in this daytime and age, one must exercise a measure of caution...but certainly not practicing paranoia.

I'm confused roughly speaking what exactly you are concerned about. If you're worried about money, adoption legally severs any familial ties, so inheritance isn't an issue. Sure in that are scams, but I highly doubt some middle aged person is making up the reality that they are adopted...
So I think your husband should meet this individual and see if there is a familial resemblance. And if it comes down to it, just get a DNA audition.
Also, if your in-laws are deceased, are there any other members of the nearest and dearest that might know of this woman relinquishing a child? Older siblings or aunts/uncles often are aware of these situations and could shed light on it.
