CLH.
Did you try typing his name on google, myspace, or facebook?
Start by getting as much information as you can from you mother, if she'll tell you. Find out when and where on earth he was born and if she named him what his birth name be ( his name may have been changed when he be adopted ). In some states you can adoptees and birth families can request and get a copy of adoption files but your mother may have to make the inquiry I'm not too sure about that. There are also net sites that you can use the information you get from your mother to find out if he's looking for his birth family but they only work if both party are looking. If you can find out what his name is you may be able to find him just by using whitepages.com but you would inevitability his last name which you probably wont have.
Good luck surrounded by your search, my husband was adopted and we found his birth relations and I know how frustrating it can be searching.
Answers:    to get started, go here. http://www.isrr.net/

and get registered. Google state registries for the state you live surrounded by, or were adopted from, and get registered in attendance also.

Then start hitting face book, my space, classmates.com and any other thing that's out there. Google his heading, see what you get.

good luck

ETA: I forgot to mention get non identify info if you can from the court house, department of births, deaths, and marriages I think it is. Talk to the agency you go through and gather any info they will give you.
I would suggest working next to your parents on this one.. I am a adoptee but you need to look at it from all views and adopt the fact. 1. your brother may love for you to find him 2. Does not know hes adopted 3. Will want nothing to do near your family. 4. Not the person you thought he'd be...

That's why I suggest working with your ethnic group so you can be each others support system in whatever it is you find.

Good luck on your scour
If you are in the USA, check with the Dept of Human Services contained by your state to see what the laws are regarding adoption/reunification. You may have the legalized right to some information. The state gov't webpages will list the phone contacts or emails. Or, look in the phone book.
Also, there may be some support groups for searchers. You might want to link a group where you can talk to others in your situation.
Do you have any info? If so, I might be capable of help you. It's free, just email me, I have help a lot of people find lost loved ones.
