its not the tot that they are getting paid for, sometimes agencys/adoptive parents will pay the girls medical bills.
I think some adoptive parents volunteer 'compensation' but its not really legal to sell a child.

I'm not sure I understand the question. Are you asking if the first parent gets money? Usually, the just people who get money when giving up a child for adoption is when someone is giving up an infant through a private adoption process - OR - if it is illegal!
