July 17th is her birthday. I mean, who celebrates the exact MOMENT they be born? She can celebrate her birthday on December 5th if she wants, but July 17th is her birthday. Where she lives now is inappropriate.
I would go with whatever she is most comfortable near. It's her day.
I'd also like to add that contained by Korean adoptions, the birthdates are often forged, changed, or added by officials that don't really know when the child's birthdate is.

It's her choice not yours or mine.
But by celebrating on the 16th she is in actuality covering both times zones.
It's not really that confusing. When does she wish to celebrate her birthday? Whenever she chooses to celebrate is up to her and everyone would follow her wishes and express joy with her.
