It's hilarious.
It's pretty much mocking celeb IA parents who think they can bring back around the system and buy a baby whenever they like. It highlights the "trend" that IA has become surrounded by recent years and makes fun of it.

I think it sounds awful. It sounds like it's full of prejudice, stereotypes, & misinformation about adoption, not to mention totally racist & degrading to blacks, transracial adoptive parents, & transracially/internationally adopted children. Everything Sasha Baron Cohen does is meant to shock & offend & it does purely that. I dont find him funny at all. Maybe if enough people slight him he'll go away.

I think it's approaching most of the rest of the body of Sasha Baron Cohen's work-- wildly exaggerated to the point of being intentionally absurd, and walking a tremendously thin line between making a serious point through humour and being flat out attention seeking only just for the sake of attention... and within a single movie/episode, often being on both sides of that flash.
Cohen doesn't offend me because I get what he's trying to do, but his style is rather hit or miss for me. I prefer my skit more subtle, and he's quite heavy-handed.
