Domestic newborn-you have to find an expectant mother who wants to place her child for adoption.
Foster care from the US-contact your local kith and kin services and they can point you in the right direction.
International adoption-first you have to decide on a country afterwards sign with an agency that is licensed with that country to do adoption.
There is a lot to any adoption such as background checks and in depth home study. Adoption is also thoroughly expensive except adoption from foster care.
