Is it possible to adopt my wife's brother who is dependent to their parents because of health reason?

If your husband's parents are willing to terminate their parental rights than yes you could adopt him.

Answers: I agree with Lady Rowan. I'm not sure of what it would be call in the states, but in Canada, we have "Kinship Care", which is awesome. The household member has guardianship, and a family support worker, in need changing the birth records of the adoptee. It is usually the preferred means of "adoption", if at adjectives possible.
