Child adoption by japanese?

i have a friend who's satying in japan but she has no longer visa(visa expired), and she enjoy a child in philippines then she have a boyfriend japanese requests to adopt the child so the mother and child can be together, but sooner the mother and japanese will get married as soon as possible.
BUT they wanna get the child as soon as possible.
Pls. is there someone who know bout this problem so i can tell them and advice them what to do!
