Just talk to him and report him to stop. He'll listen to you cuz your his sister and he loves you
Start charging him rent. He's old enough to procure a job. Sounds like he needs to swot some respect. Tell him if he doesn't start listening, he's going to have to find somewhere else to live, but don't just see him out with out warning.
It's your house, your rules. Tell him if he doesn't contribute to paying towards the house, and doesn't treat everybody in your house with your respect, he can't have the privilege of staying in that. He is old enough to get a career, so make him, or he can move out.
