(Outfit) How does this nouns? [TEENS]?
Black dress (goes to my knees)
Black cardigan
Red belt on top of the cardigan (above the waist)
Red heels
Rec scarf.
Black leggins.
I like matching everything, LOL

I meditate it is too much...
If the dress is knee length, you don't need leggings. I think it would be okay next to like, eyelet or patterned black tights, but not just plain black leggings. The dress is knees length, and I think it would look a bit funny.
I don't think you need a scarf. That is a bit much, plus if you are wearing a belt, I surmise the attention should be there. However, if your scarf is the same length as your dress, it can elongate you, giving the illusion of rank.
I think the red belt sounds really cute
That would be fine - personally I would go beside a black and white or black and grey striped (or maybe polka dotted or checkered or floral or whatever) sweater instead of a plain black one to add more color, and a fun pattern - but I am caring of a stripe freak. I am always wearing stripes, but that is what I would do.
